Matthew Shearing specialises in improving the management and impact of data across multiple disciplines and domains, including monitoring & evaluation, and data science. He is Co-Founder of the Online Privacy Foundation and an Elected Member of the International Statistical Institute, supporting its Statistical Capacity Building Committee.

For over 15 years, Mr. Shearing worked in various senior positions for the UK Statistics Authority (UKSA) and Office for National Statistics (ONS). As Head of International Relations, he worked with countries around the world and international institutions on statistical capacity building and the formulation of international standards. In other senior roles, he managed the private offices of two UK National Statisticians and the affairs of the ONS Executive and Non-Executive Boards. Mr. Shearing was also involved in the development and production of Regional Statistics and National Accounts, at both the UK ONS and the United Nations ECE Statistical Division in Geneva.

Since 2015, Mr. Shearing has worked globally with the public and private sectors in improving official statistics and other data systems, monitoring and evaluation. He is passionate about embedding official statistics standards in wider approaches to international development, including data quality strategies for complex data landscapes.

Mr. Shearing holds a Master of Arts (Honours) Degree in Geography and Politics. He is a native English speaker with wide experience of communicating effectively and bridging across cultural and linguistic divides.
